Job Title: Senior Project Engineer – Pipelines
Description

Our Client is seeking to hire a: "Project Engineer - Pipelines" The Pipeline Project Engineer provides design engineering and other professional services primarily focused on capital projects and operating activities of the client. Capital projects include new pipelines and modifications to existing pipelines for gas transmission and distribution. This includes road crossings, railroad crossings, watercourse crossings, bridge crossings and pipelining within mountainous terrain. Operations support requirements include assessing fitness-for-purpose of pipelines, repair and rehabilitation options, and selection of materials. Key Duties and Responsibilities: 1) Provide pipeline design for new pipeline assets, including alterations to those assets. Includes watercourse crossing, rail and road crossings. 2) Ensure that new or altered client pipeline assets are designed and constructed to provide reliable service throughout their life, and that the assets remain in service for as long as possible. 3) Provide designs or direction to design staff, and / or acquire external experts for that purpose, and oversee / accept their work. 4) Work is provided to Project Managers for specific capital projects, or to the Asset Managers for feasibility or Front End Engineering Design. 5) Prepare engineering assessments and economic, feasibility and risk studies using practical experience and engineering principles. Analyze project costs, schedule and construction resources in order to make recommendations to internal clients as to the preferred alternatives. 6) Each client pipeline design needs to be optimized for public safety, minimum cost, and operating flexibility. Each design also needs to meet regulatory requirements and applicable codes/standards. 7) Prepares reports, and / or acquire external experts for that purpose, and oversee / accept their work. 8) Work is provided to the Asset Managers for feasibility or Front End Engineering Design. 9) Lead Engineer on large (major) capital projects. Direct the work of technologists, designers, drafters, and external consultants. Liaison with other project engineers when multiple engineering disciplines are required for project design. 10) The clients Project Managers are required to manage multiple resources through the course of project execution. The lead engineer consolidates/coordinates all design activities for the project manager, so that the project manager has only one engineer contact for the project. 11) Provides project information to project engineers and design staff, and / or acquire external experts for that purpose, and oversee / accept their work. 12) Work is provided to Project Managers for specific large (major) capital projects. 13) Provide 'urgent' pipeline design support to gas transmission and distribution operations when pipeline assets have been damaged or destroyed due to natural hazards. (esp. geo-technical or hydro-technical events) 14) To avoid or mitigate impacts which have the potential for major customer outages or damage to corporate image (Client needs to bypass & repair damaged plant as quickly as possible). 15) Provide design engineering for hazard or damage mitigation projects, including field support, professional oversight and final technical acceptance for Terasen. 16) The work may be undertaken personally, or through professional consultants of varying levels of skill and expertise, appropriate to the complexity of the issue at hand. 17) Work is done on behalf of Transmission Operations and / or Distribution Asset Management. 18) Subject Matter Expert for pipeline engineering and related operating standards and practices. Provide Technical Support for gas transmission and distribution operations. 19) Ensure the client complies with regulations, codes, standards and guidelines related to pipeline design, construction, and asset protection issues. 20) Ongoing professional training, plus ongoing liaison with national code committees, safety, regulatory and other stakeholders (both internal and external), and with client operating staff. Provide formal reporting on the ongoing changes within standard industry practice, codes, and regulations. 21) Work is done on behalf of Transmission Operations and / or Distribution Asset Management. Required Qualifications: Education: 1) Bachelor's degree in Applied Science or equivalent (mechanical engineering) Experience: 1) 7 to 10 years experience in the pipelining field (or related) as a registered P.Eng. Knowledge, Skills, and Abilities: 1) Demonstrated track record of problem-solving, successful design of pipeline facilities. Required Licenses/Certifications/Registration: 1) Professional Engineer registered in the Province of BC (or eligible to be registered in BC) Preferred Qualifications: 1) Theoretical and practical expertise in pipeline design, pipe stress analysis, corrosion and pipe integrity, and welding procedures. 2) Pipeline project management and construction experience would be an asset. Working Conditions: 1) Location: Lower mainland of Vancouver 2) Travel: Province-wide. Other: Occasional field work in remote, rugged terrain.
